Die Handlungsempfehlungen sollen dabei sowohl Anhaltspunkte für Änderungen der rechtlichen Anforderungen als auch einen Leitfaden für UVS-Gutachter und Behör-den enthalten, der Hinweise dafür geben soll, was once bei Umweltverträglichkeitsstudien in städtischen Bereichen bei den Schutzgütern Tiere und Pflanzen bei den jeweiligen fachlichen Arbeitsschritten zu beachten ist. Durch eine Umsetzung der Handlungsempfehlungen in der Praxis wird angenommen, dass im Sinne einer integrierten Stadtentwicklung eine wirksamere Umweltvorsorge bei UVP-pflichtigen Vorhaben in städtisch geprägten Bereichen erreicht werden kann.
Die Betrachtung der Pflanzen- und Tierwelt beschränkt sich im Wesentlichen auf Pflanzen, da hierzu ausführlichere Literatur recherchiert werden konnte, dieses Schutzgut im inhaltlichen Kontext anschaulicher beschrieben werden kann als Tiere und die Spezifika der Pflanzenwelt in Städten prinzipiell auf die dort lebende Tierwelt übertragen werden können. In die Untersuchung der rechtlichen Rahmenbedingugen werden die nach der Rechtssystematik des UVPG anwendbaren fachrechtlichen Vorschriften nicht einbezogen, da der Fokus der Arbeit auf der Umweltverträglichkeitsuntersuchung und somit der fachlichen Seite liegt.
Als Praxisbeispiele für Umweltverträglichkeitsstudien wurden ein innerstädtischer Bebauungsplan für ein Einkaufszentrum in einer Großstadt (Düsseldorf) und ein „außerstädtischer“ Bebauungsplan für ein Gewerbegebiet am Ortsrand im Großraum Köln herangezogen.

Die Handlungsempfehlungen sollen dabei sowohl Anhaltspunkte für Änderungen der rechtlichen Anforderungen als auch einen Leitfaden für UVS-Gutachter und Behör-den enthalten, der Hinweise dafür geben soll, was once bei Umweltverträglichkeitsstudien in städtischen Bereichen bei den Schutzgütern Tiere und Pflanzen bei den jeweiligen fachlichen Arbeitsschritten zu beachten ist. Durch eine Umsetzung der Handlungsempfehlungen in der Praxis wird angenommen, dass im Sinne einer integrierten Stadtentwicklung eine wirksamere Umweltvorsorge bei UVP-pflichtigen Vorhaben in städtisch geprägten Bereichen erreicht werden kann.
Die Betrachtung der Pflanzen- und Tierwelt beschränkt sich im Wesentlichen auf Pflanzen, da hierzu ausführlichere Literatur recherchiert werden konnte, dieses Schutzgut im inhaltlichen Kontext anschaulicher beschrieben werden kann als Tiere und die Spezifika der Pflanzenwelt in Städten prinzipiell auf die dort lebende Tierwelt übertragen werden können. In die Untersuchung der rechtlichen Rahmenbedingugen werden die nach der Rechtssystematik des UVPG anwendbaren fachrechtlichen Vorschriften nicht einbezogen, da der Fokus der Arbeit auf der Umweltverträglichkeitsuntersuchung und somit der fachlichen Seite liegt.
Als Praxisbeispiele für Umweltverträglichkeitsstudien wurden ein innerstädtischer Bebauungsplan für ein Einkaufszentrum in einer Großstadt (Düsseldorf) und ein „außerstädtischer“ Bebauungsplan für ein Gewerbegebiet am Ortsrand im Großraum Köln herangezogen.
